Zelensky States Absence of Definitive Defense Guarantee from Partner Nations

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide solid assurances that they will protect his country in the event of a new Russian aggression.

"I am asking this very question to every one of our allies and I have not received a clear, unambiguous answer yet," he stated to the press on Wednesday.

These remarks follow a day after Britain and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is finalized.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Details of the Paris Talks

After the Paris talks, which included some 30 countries that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron later said thousands of troops may be sent.

Partner nations suggested that the US would take the lead in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.

Moscow has thus far remained silent on the declaration made in the city of Paris.

Russian President Vladimir Putin launched a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

Sir Keir described the joint statement as "an essential component of our commitment to support Ukraine for the long-term".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the future."

Zelensky hailed that accord as a "huge step forward".

A day later, however, he seemed more cautious.

"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us robust economic measures, powerful defense assurances," he said when questioned if European countries would come to Ukraine's aid.

"However, until we lack such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And should they materialize, you still have to rely first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on finalizing security arrangements.

Recently, Zelensky said a settlement was "90% ready".

Territorial concessions and security guarantees have been at the center of unresolved issues for negotiators.

Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out ceding any territory, but has proposed that Ukraine could withdraw its troops to an established line - but only if Russia did the same.

Moscow now holds about three-quarters of the Donetsk oblast, and some 99% of the adjacent Luhansk region. The two regions form the Donbas industrial heartland.

Attacks have been escalating against Ukrainian cities - particularly targeting power facilities. Russia has also made slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
